New Judicial Backlog Reduction Plan: Progress in the Implementation of the Civil Procedural Code

Through Agreement No. 344 of May 6, 2025, the Supreme Court of Justice announced the implementation of a Judicial Backlog Reduction Plan, aimed at expediting the transition to the new civil justice model and ensuring the timely application of the Civil Procedural Code, scheduled for October 2025.

The Backlog Reduction Plan will take effect on May 16, 2025, and will be progressively implemented in the Circuit Civil Courts of the First and Third Judicial Circuits. Priority will be given to cases pending judgment and admission of evidence.

For its execution, the Plan will have a team composed of five circuit judges, ten municipal judges, a judicial secretary, and support staff, the latter of whom will assist in the preparation of judicial resolutions, edicts, and official communications, among other key tasks.

The judges will receive the request from the Coordination of the Judicial Backlog Reduction Plan, led by the Civil Chamber of the Supreme Court, and must authorize the release of the case files. Then, the Secretary of the Backlog Reduction Plan will distribute them among the Judicial Backlog Reduction Judges, who will assume their review.

Once the judgment, evidentiary order, or final resolution is issued, the case file will be released again and sent to the Court of Cognizance, which will continue with its follow-up and conclusion.

This plan represents a significant advance in the modernization of the judicial system, which seeks greater efficiency in the resolution of civil proceedings and facilitates the implementation of the Civil Procedural Code within the established timeframes.
