Jose A. De Gracia provides legal counsel in infrastructure, corporate, investment, and regulatory law. His background also includes strategic litigation, financial and securities law, as well as mergers and acquisitions.

Professional with international experience and a focus on infrastructure, investment, and administrative law. He has been actively involved in the legal structuring of public procurement projects, including, among others, projects developed under the Public-Private Partnership (PPP) model in Panama. His contributions have included legal risk allocation, development of contractual models, and support throughout bidding processes. His work has also encompassed drafting legal memoranda on investment arbitration and international litigation, as well as defending Panama’s investment regime before the Supreme Court of Justice.

At the international level, he worked in the Government Procurement and Competition Policy Group of the World Trade Organization (WTO) in Geneva, where he focused on analyzing various regulatory frameworks related to public procurement and reviewing the economic implications of market liberalization. Additionally, during his time at Georgetown University, he participated in a project with the Center on Inclusive Trade and Development, analyzing the risks of implementing artificial intelligence tools in public procurement processes in developing countries, and assessing their compatibility with international economic law standards.

He also has prior experience in labor, financial, and securities law, having advised on strategic litigation, regulatory processes, and mergers and acquisitions.

  • Participation in the development of infrastructure procurement processes in Panama, including the review of project contracts, EPC contract models, bidding procedures, dispute boards, and termination clauses.
