LOVILL Reaffirms Its Commitment to the Public and Private Procurement Sector as a Sponsor of CONCOP 2026

LOVILL participated as Diamond Sponsor of the National Congress on Public and Private Procurement – CONCOP 2027, one of Panama’s leading forums for analyzing the trends, challenges, and best practices transforming the public and private procurement sector in the country. The firm was represented by Cristina López, Gabriel Silva, Christopher Glasscock, and José A. De Gracia, reflecting LOVILL’s commitment to remaining engaged in the discussions shaping the future of this sector in the country.

The congress, which brings together government authorities, private sector representatives, multilateral organizations, and subject-matter specialists each year, addressed topics of great relevance to infrastructure development and investment in Panama, including the strategic vision of the Panama Canal, public-private partnerships as a vehicle for transformation, private procurement in megaprojects, and project financing from the strategic role of banking.

The Panel: Present and Future of Public Procurement in Panama

Gabriel Silva, Of Counsel at LOVILL, participated as a panelist in the session “Present and Future of Public Procurement in Panama.” The discussion focused on the current state of the country’s public procurement system and on areas for improvement that, from the perspective of various sector stakeholders, could strengthen its efficiency, transparency, and responsiveness to the country’s infrastructure and development needs.

The panel reflected a collective reflection exercise typical of this type of forum: identifying where the system works well, where it can improve, and what legal and regulatory tools exist to support that evolution.

A Meeting Space for the Sector

CONCOP has established itself as a meeting point between the public and private sectors on procurement matters, bringing together perspectives ranging from infrastructure and public-private partnerships to project financing and private megaprojects. For LOVILL, participating as Diamond Sponsor and having Gabriel Silva present as a panelist reflects the firm’s ongoing commitment to the development of the legal framework for public and private procurement in Panama. In addition, our Founding Partner, Isabel Cristina López, and our Associate, José De Gracia Domínguez, represented our firm throughout the congress, participating in debates and collaborating with key industry stakeholders.

We thank the congress organizers for the invitation and for creating a space for constructive dialogue among the various sector stakeholders.
